Former Executive Deputy Director of the Advisory Committee for State Informatization

Dr. Zhou received his Ph.D. degree from the Department of Electrical Engineering, University of Minnesota, USA. He was a senior engineer, principal of model line, etc. He served as committee member of the State Planning Commission, director of Economic Information Management Office, executive deputy-director and chief engineer of the State Information Center since 1984. Also, he served as transregional senior consultant in United Nations Department of Economic and Social Affairs. From February 2002 to June 2020, he served as the deputy director and executive deputy director of Advisory Committee for State Informatization. He was a representative and member of the standing committee of the 6th People’s Congress of Sichuan Province, as well as representative of the 7th National People’s Congress and member of the Foreign Affairs Committee. His research areas included both managerial and technical issues with respect to ICT and development.
