Professorate senior engineer, has long been engaged in information and communication industry development and information technology application research. He served as Vice Director of Sichuan Provincial Economic and Information Commission. He is also a member of the Communication Science and Technology Committee of the Ministry of Industry and Information Technology, a member of the Expert Committee of Telecom Economics of the Ministry of Industry and Information Technology, and an expert of China Engineering Consulting Association. Besides, he was awarded the Youth May 4th Medal of central state organ, and enjoys the special government allowance of the State Council. Moreover, he has won more than ten awards, such as Science and Technology Progress Award of Ministry of Posts and Telecommunications, Science and Technology Progress Award of Ministry of Information Industry and Excellent Engineering Consulting Achievement Award of China National Association of Engineering Consultants.
